Eligibility
All applicants to Liberty Tower and Wesley Manor must meet eligibility criteria prior to residency. These requirements include:
- Head of household must be 62 years of age or older
- Disabled Applicants at Wesley Manor must be 18 years of age or older
- Applicants must pass all credit and criminal background checks
- Applicants must declare United States citizenship or submit evidence of eligible immigration status
- Annual income must not exceed income limits established for the market area
2025 Area Income Limits:
30% Area Median Income (Extremely Low Income) | $42,200 for one person $48,200 for two persons |
50% Area Median Income (Very Low Income) | $70,350 for one person $80,400 for two persons |
At Liberty Tower Only
80% Area Median Income (Low Income) | $111,700 for one person $127,650 for two persons |
Rent is based on 30% of a household’s adjusted gross monthly income.

Wesley Manor

Wesley Manor has two waiting lists; one list for elderly applicants and one list for applicants with physical disabilities.
Currently:
The Wesley Manor Preliminary Elderly and Disabled Preliminary Waitlist will OPEN Thursday, September 25, 2025 at 9:00 am (PST). Once 300 eligible Preliminary Applications have been accepted, they will be randomly sorted by Lottery and the preliminary application intake process will close.

After an applicant has met eligibility criteria and passed all background checks, he/she will be placed on the waiting list. Applicants can expect a 1-4 year estimated wait for placement.
